日本語で書いた文章を英語に翻訳する際、以前より選択肢が増えています。少し前はGoogle翻訳とBing翻訳がメインで、エキサイト翻訳というサービスもありました。
今は、ネット情報によるとGoogle翻訳改めGoogle Cloud Translation API、DeepLが２大自動翻訳サービスという感じです。このほか、日本で開発されたTexTraも試してみました。最初に断っておくと、私には翻訳の質をとやかく言うレベルの英語力はありませんが、明らかに変なところは何となくわかるかなというレベルです。
東アジア言語圏に強みがあるらしいTexTraは何となくGoogleに近い感じでした。
自動翻訳API
機密が含まれるデータも基本的には安心して利用できるのは、GoogleとTexTraの翻訳エンジンを利用したオンプレミスサーバーだと思います。ただ、Googleは米国企業で愛国者法などあるので、敬遠される場合もあると思います。ヨーロッパは情報保護に厳しいので、DeepLの有料プランなら良いかもしれません。
Google Cloud Translation API
GoogleのCloud Translationは2020年ごろから改善したらしいという記事がありました。今回は通常版のAPIを使っていますが、高級バージョンの高精度APIも発表されています。Advancedを使ってみましたが、現在のウェブ版Google翻訳と同じ訳文が出てきました。
月に50万文字までは無料で使えるので、個人用途ならずっと無料で使えるレベルです。50万文字を超えた部分は従量課金ですが、よほど無茶をしなければ高額にはならないと思います。
ウェブ版のGoogle翻訳はデータがサーバーサイドに保存されますが、APIで翻訳した場合にはデータは即座に破棄されることになっています。翻訳対象はプレーンテキストとHTMLです。
DeepL API
DeepLはドイツの新興企業で、特にヨーロッパ言語が強いらしいです。ウェブブラウザ版は無料でも利用できますし、月間1万文字までなら無料版APIもあります。
ただし、無料版APIで翻訳すると時々末尾に「無料版DeepLで翻訳したよ」と文字が出てきます。有料プランは月額課金制でStarterが1000円、Advanced 3167円、Ultimate 6250円です。Starterでも単純な文章翻訳は無制限で、Advanced以降は複雑な機能の利用制限が解除されたり外部翻訳ツールとの連携が解禁されたりします。
ウェブ版だろうとAPIだろうと、無料プランの場合はデータがサーバーサイドに保存されますが、有料版では破棄されます。翻訳対象はプレーンテキストとHTML、XMLです。
TexTra
日本の国立機関、国立研究開発法人情報通信研究機構（NICT）が開発した翻訳データを利用したサービスです。基本的には無料で利用できますが、自動翻訳エンジンを技術提供された民間企業がいくつか販売しています。商用利用には有償版を利用する必要があります。
有料版では、通常の翻訳サーバーのように共用サーバーを利用するものもありますが、オンプレミスの翻訳サーバーとして運用することもできます。
無料版のサーバーはGoogleやDeepLと比べると少し遅いですが仕方ないですね。「翻訳の対訳を提供」を自分で行ったものだけが保存されます。翻訳対象はプレーンテキストとXMLです。
例文を翻訳してみた
拙い文章ですが、少し前に書いた当サイトの文章を英語に翻訳してみます。わかりにくい日本語は、さらにわかりにくくなっています。

cPanelは、特に海外のレンタルサーバーでよく使用されていますが、使用料が月に最低15ドル必要なため、自宅サーバーや格安のVPSやクラウドコンピュータで使用する場合、本体価格よりも高くついてしまうため、使おうと思えません。

最初の部分で「I use uses」となるのが文法的には正しいとしてもちょっと微妙です。明らかにおかしいピリオドとカンマの連続ができてしまっています。最後の文章も「easy to introduce」だと違和感があり、全体的に質が高いとは思えない英語になっています。

Googleと同じような「I use uses」が出ていますが、かなり良い感じです。他の翻訳だと「oversea rental servers」となっていた部分がより日本語分の意図に近づいた文章になっています。が、DeepLのほうが良い感じの部位も多いです。

多少英語に翻訳しやすいようにChatGPTの力を借りて改訂した文章です。

TexTraがかなり改善したような気がして他のサービスよりも良い気がします。「rental servers, which charge」部分を見るとレンタルサーバー業者が課金しているようにしか読めない英語になっています。cPanelの料金はレンタルサーバーに払っているわけではなく、単体でcPanelを契約した場合の話なので文脈がおかしくなっています。

総括：英語にすればよいというものではない
私の英語レベルは日本人標準よりは高いですが、うまく手作業で翻訳できるレベルはありません。私の判定だと、どのサービスも良いところとちょっといまいちなところが混在しています。日本語は主語、述語、目的語が頻繁に省略されますし、時制の概念がだいぶ西欧の言語と異なるため、違和感が強くなってしまいます。
確かに日本語を英語に直訳してくれていますが、「海外のレンタルサーバー」というのを「日本国外のレンタルサーバー」という意味で解釈してくれてはいないと思います。そもそも、日本国外へ持っていく文章であれば、「海外の」の部分は要らなくて「レンタルサーバーでよく使われているcPanel」とすべきところです。あと、「レンタルサーバー」とは呼ばないので、そのあたりはユーザー辞書で対応できる範囲ではありますが、日本で作られたカタカナ英語は苦手なのかもしれません。
日本語の文章を翻訳向けに主語などを書き足したり、時制が英語っぽくなるように書き直せば自分で書く英語より違和感が少なくなる気がします。単体ではDeepLの方が良さそうです。
汎用のChatGPTのようなサービスでは、今のところ日本語から英語への翻訳は不得意だと感じるので、契約に応じてGoogleかDeepLを使ってからChatGPTに校正させるのが2023年5月の現状では一番良さげです。
